Lowestoft Ness to Landguard Point
The SMP for the Suffolk coastline, covering the 72 km of coastline between Lowestoft and Felixstowe and formerly known as Sub-Cell 3C, was reviewed by Suffolk Coastal District Council (SCDC) as lead authority for the operating authorities. The review was undertaken fully in accordance with the methods set out in the Government’s publication “Shoreline Management Plans Guidance, Volumes 1 and 2. March 2006” (available here).
The review started in July 2008. A series of public exhibitions held in summer 2009, offering all residents, stakeholders and other organisations the opportunity to view the draft policies and an opportunity for the people talk to those involved in the development of the draft SMP and to contribute their views before the final policies are formulated. At the close of the public consultation, 82 responses (250 individual comments) were received from individuals, organisations and authorities. All responses and comments made by participants, both during the exhibition sessions and in subsequent written and verbal communications, were reviewed and taken into account.
As policies within the SMP will create adverse effects on sites of international nature conservation importance, it was necessary to prepare a Statement of Case (SoC) for Imperative Reasons of Overriding Public Interest (IROPI) for approval by the Secretary of State for Environment, Food and Rural Affairs. This provides evidence that no feasible alternatives exist and that compensatory measures are secured. The SoC was prepared by the Enviroment Agency during 2010 and approved locally in October 2010. It was submitted to the Secretary of State for review and that process was concluded in the summer of 2011.
Confirmation of approval of the SoC was provided within the final formal approval of the SMP by the EA's
Regional Director on 22nd August 2011. Subsequently the SMP was formally adopted by the operating authorities
and published in Spring 2012.
The adopted Shoreline Management Plan is posted on the SMP 7 website.
